Frankly, it depends upon the type of fish. If they are territorial fish, then the best way to introduce new ones is to over haul the ornaments so that everybodies territory is no more, and then they all have to "sort it out." If they are shoaling fish like black skirt tetras, nothing you do will interfer with the reestablishment of the new "pecking order." The best time is to introduce them when you are changing out the water at your normal interval while taking the above information to heart.
