If a frash uncured live rock has been settled in a tank for about 6-7 weeks for which all the cloudiness and odur has disappeared...(let's assume ammonia and nitrite is 0 already and nitrate present),

if I move those live rocks into another new tank, does the curing process has to be restarted? or the rocks (and the new tank) are ready for fish already?

You only have to cure rock once. When rock is cured, moving it to another tank will not require it to be cured again.

There will be some die off when you move it, but it should be small if you put it in the new tank right away.

so it will still be a good idea to watch the ammonia nitrite level.....say...for a week before putting any fish in?
