Yes, you can change gravel with sand. It is alittle harder to do so in tank with fish in it, but it can be done. I really wouldn't worry about substrate in a small tank like a 3 - 4 gallon. The money and time you would spend just doesn't seem worth it. You are allowed to put sand in a tank, in fact, for many fish is is suggested. And, I doubt the sand will cloud the filter, as long as you give it time to settle.

The biggest problem in your tank is that it is overstocked. If you really want the fish to breed, you will need a bigger tank. Changing the gravel won't make anything better. Plus, with more fry surviving, you will be even more packed.

I agree yes you can convert to sand. But it would not be worth it time and $$ wise.

Sand can cause problems in some tanks as the very fine particals can cut some of the working parts of most filters to pieces.

You certainly are over stocked. The new fry are possibly going to the gravel as dead or trying to escape from being eaten.

Sorry but you must get a bigger tank if you wish to continue doing what you doing now.

Near enough is not good enough, therefore good enough is not near enough, and only your best will do.
