is a fluval 404 and an emperor 400 be enough filtration on a future 125 gallon tank?

The fluval is recommended for tanks up to 100 gallons and the emporer is rated at 400 gph, so with the two running simultaneously you should be okay.

Sure as said above it should be enough but that is basically my setup for a 55 gal tank. My personal opinion is you can never have too much filtration. So I would actually say to you don't do it get a better set up for a tank that size. It allows for a little wiggle room in your maintenance routine.

Yes it doesn't hurt to have more than enough filtration. But as long as you keep up the water changes and cleaning, you should have plenty of filtration!

To answer your question it is not just a matter of how much water passes through the filter, it is how efficient the filter is. I think you will find that the Eheim has a lower flow than some filters but it is considered one of the best filtratiion system money can buy that is why it is one of the dearest, cost equals quality.
