Depending on your filtration you are not over stocked but just too close for my liking. My Betta tank could be considered over stocked but no Co2 I have a good air stone stream, and a filter suitable for at leats a 15-20gal tank. Also I do a 30% water change weekly and clean the filter weekly. Now for the cories they would be better in a minium of 6+ as a school as they seem to prefer their own company. I am not sure about the CHLs re size and waste produced by them. If they are for the purpose of algae eaters small ottos would be a beter choice. Neons not worth the effort Cardinal tetras are far better looking and certainly hardier. If you are looking for good bottom cleaners Khuli loaches. This should give you some thing to think about. Remember with a small tank think twice then think again then act "once" and you should never have any problems with the stock in the tank.
