i see lots of people talking about ammonia, nitrate and PH. i recently got a tank and 2 small gold fish. is it nessesary to get the kit to test the water?

Its best to have a pH, ammonia, nitrite and nitrate test kit if you can. These are the things we rely on to tell us when water quality is not as it should be. Quite often illnesses can be linked back to your water.
At the very least I recommend the first 3 i listed.

The pH, ammonia, and nitrite are the essentials really when it comes to water testing. Of course, your LFS should provide this service for free, but our tanks like to be annoying during the most inconvenient times. Poor water quality often helps explain sickness or deaths, and goldfish, being one of the messier fish, should have the ammonia monitered closely. HTH

also helps when you get bored you can test your tanks get water from the stores tanks and test it to see what the fish are used to i was supprised to see that most of my fish come from a store that has like 200 plus nitrate in there water lol to many oscar tanks!
