Would a ghost shrimp live comfortably in a 2 1/2 gallon with good filteration?

One? Yes.

Given their bioload, you can actually have several. It might actually be preferable given their short lifespans.

You could have about 4-6 in that small a tank, especially if it was filtered. Make sure the water temp doesn't drop much below 70 degrees, though.

Hoping that there must be a word for everything I mean...

Good question, I say algae wafers. Or make you're own algae. Put a small rock in a jar of water and put the jar on the windowsill. The rock will become covered with algae and then you can feed it to the shrimp.

If you can find them, cherry shrimp often live longer and are more likely to breed in your aquarium. You can even have a few of each, as most freshwater shrimp tend to get along with each other.
As for feeding, shrimp sift through detrius on the bottom of the tank in addition to eating algae, so as with fish, feed them a varied diet. I crush together bits of algae wafer, shrimp pellets, and Hikiari's crab cuisine pellets which are high in calcium that shrimp need to grow new shells after they molt. Even in a tiny tank, you should provide them with a small cave to molt in. If you can't get or make one, a thick patch of java moss will give them a place to hide and feel protected. Add a just few drops of marine iodine to the water with every water change.
