well i've certainly seen worse. just makes sure theres something in the bottom like gravel so that bacteria have a medium to grow on and everything should be well. sometimes, although in my experience, rarely, a fighter can become a little stressed in a vessel that is too high so maybe just fill it halfway if u see that happen. im assuming btw that it is a 2 litre jug or something similar.

As Chris mentioned a small tank of that size will require more water changes than a larger tank to keep the fish healthy and happy.
