i have one betta that certainly surprised me, i just noticed that his pectoral fins are huge, they rech more than halfway down his body. He was a petstore betta, so maybe the breeding stock is longfinned or something, but on looking at my other bettas they are short and round, this fishes is long and it forms a point.

That question is like "What is normal" I think you will find that it varies from variety to variety and all the cross breeds inbetween.
I think you will find that most of the Betas sold at LFS are the rejects from big breeders yes some might slip through the system. The better quallity Bettas suitalbe for breeding would come via local breeders in Betta clubs.

that isnt 100% true, but you are very right.

one time i found about 10 halfmoon bettas at petco. Must of slipped trough in away.

It is a new thing, they started coming through here about 5 months ago. It is a big taboo for show quality fish, and you'd be marked down for that in an IBC show, so I suspect it is just a mutation of the VTs. As of yet, it hasn't shown up in HM or other show types that I am aware of.
