Not only is he in what looks to be a 20 long; I believe it has lookdown. :/

Lookdown is actually nearly impossible to prevent in most captive bred arowanas, like Silvers and Asians, even in perfect conditions.

But yes, that tank is way too small.

The captive bred assumption is a myth; most silvers, regardless of heritage, develop the condition, but the trait is quite preventable; hence why no show aros that I know of have said problem.

...But how do you explain the fact that most highly-developed strains of Asian arowana develop this condition as well? And the fact that the condition that is rare in Australian and Black arowanas (which are usually wild-caught or have been bred for only a few generations).

It all points to inbreeding.

In both my inter and intra personal experiences, jards are, behind silvers, the most apt to develop lookdown/drop eye--admittedly, though, I have never seen a black aro with a severe eye disfunction.

So how is it that a prize winning 'Tong can have perfectly aligned vision while a wild caught jard's eyes can be so low set that it's practically glancing into it's socket? Keep in mind that silvers are not known for their prize winning visages and are thusly rarely "inbred" for desirable traits.

its not really big...i have one which is as large as that but it died...i believe that fish is 'stunted' because of the small aquarium...it takes a year and a half to reach that size if the conditions are right...ive seen a red arowana larger than that here in my country..but they are often very fat and unhealthy..its very sad that people outside asia couldnt own an asian arowana..cuz u people here would be wonderful owners of the fish instead of being used as something to bring good luck to peaple right here in malaysia...terrible...ive seen a 2 feet aro in a 2.5 feet aquarium...that guy couldnt even turn! what a waste

Most people in hong kong and china use bright orange or red ping pong balls in their tanks for their aros to focus their eyes on.. usually this prevents drop eye/look down almost effortlessly.
