By the watts per gallon (wpg) rule, I would agree that 1.7 wpg is on the cusp of graduating to a medium light tank. However, I prefer to think of a tank with medium intensity lighting as being a solid 2.0 wpg.

Overall, I consider the wpg rule to be an approximation of light intensity. If someone is starting out with plants and a starter aquarium, they will, in all likelihood, be using an older fluorescent lamp. IMO, that type of lamp will not generate the same light intensity as a compact fluorescent.

Additionally, the lower light plants will fluorish with 1.7 wpg of fluorescent light. The medium plants may not...
