Anacharis doesn't need any roots to grow, i suggest that you float it for a few days so that it gets a jumpstart on its growth and it may grow roots. It may not get roots at all, but it will still grow, after a few days of floating just bury the bottom of the stems into the substrate.

You will possiblly notice very fine hair like roots coming from the stem of the plant this means it can get its food supply from the water rather than the substrate. Yet when it is established in a good plant substrate they also will be a good root system. As suggested let it float. I would let it float for at least two weeks. Be extemly careful when planting as some of the new roots can easly be damaged.
