Is it normal for bubbles to be released once every second?

Don't fully understand your question In what sense ?

Are you talking about the needle valve setting on a pressurized system or the amount of bubbles generated by a DIY set up ?

Hi,
In a bottled gas system, the gas passes through a
bubble counter, and the needle valve on the regulator
is the adjustment. With this system, the rate is
usually adjusted at 1 bubble/second as a beginning
rate. The pH is tested frequently for the next 12-24
hours, and then adjusted again, if necessary.
One bubble/second is a handy starting point.

If you have a DIY system, then that is terribly slow
and the mix is wrong. The rate at which CO2 gas is
produced, at first, is tremendous, and it should almost
look like the output from a good air pump with no
restrictions on the line.

Hope that helps,
Frank
