Hi there,

There are many fast growing stem plants to can simply be left floating at the top of the tank.

One of my favorites is Pennywort. Just let it sit on top of the water and it will spread out like lily pads.

The good thing is, when the new leaves form on the surface they seem to adjust to being exposed to air, forming slightly thicker or waxier leaves so algae doesn't form on them.

it doesn't do too much for the aquascape, but the effect can be nice, and it does provide some nice cover.

Water wisteria (can be rooted or left floating) and hornwort both are great floating plants.

the plants mentioned will put roots out into the water. Most stem plants will if left floating, and some do even while rooted. In the case of Pennywort, the dangling roots are part of the overall effect IMO. As you can see in the thread below, my sparkling gourami seem to really enjoy the floating plant mass, no problem building a nest with them

I have had salvinia do quite well in low light, mostly because they are so close to the light that it doesn't count as "low." I prefer salvinia to duckweed because it is much easier to control, but equally as fast growing, and my bubblenesters love it.

Hoping that there must be a word for everything I mean...
