By trimming the tops it is less for the roots to feed. Trimming the roots removes any damage to the root tips and give them a good start. A lot of hairgrass sold is emmersed growth. This will brown and rot as new growth comes in. It's easily recognised, the emmersed form usually has little seed balls. If it's emmersed - plant and cut, but leave a couple of inches at the bottom. If it's submersed growth don't cut. Usually aquatic grass plant leaves react badly to trimming and the entire leaf dies.
