Is there a good trick to keeping plants to stay in the substrate until they root? Everyday when I come home there are anywhere from 10-15 stalks of different plants that I have to replant!

Do you have "construction workers" populating your tank? And by those I mean Cichlids that like to dig holes, buldoze, redecorate and such. If so, then no amount of replanting will do you much good. If not, then try planting the stalks with a long set of tweezers, those allow you to plant them deeper and with greater ease, giving the plants more time to establish a nice root structure.

Depending on the fish in your tank can you tie the plants down rocks? Also placing stones around the base of the plants will also help. This again depends on the species of fish in the tank.

That generally will cause the stems to rot at the area where they are tied and in the end will result in them breaking off

What type of fish do you have?. If your fish are pulling the plants out of the substrate, you cannot do much, as they take quite some time to root well.

I use a large sandblasting sand. it's 1/16th - 1/8th inch. I'm planting the stalks about an inch deep.

1/16th of an inch? That's far too little. You could use about 1-3 inches.
