I would have say that is bad idea. Ne metal should be in your tank.

Hi,
As much as bar, silver solder costs, I cannot even begin
to immagine using it as a hold down for plants.

Why are you banding your plants together? The ONLY reason
to band plants is for selling them as a bunch. If you
are planting them, you need only to push them in groups
of three into the gravel and then not disturb them for
2 to 3 weeks while new roots grow and anchor the plants.

If your currents in the tank are that high that the plants
won't stay in the gravel, then the currents are too high
for the plants to survive. If the fish are uprooting them
then you won't be able to keep plants in the tank anyway.
