Hey BBQ,
I'm not totally sure, but it looks kind of like what I have, and it came about the same time as the duckweed did, so I almost want to say that they are related? but it might not be...

Pretty sure that's thread algae....Our FAQ states it's from an excess of iron, although I don't dose iron and have noticed it in my 20.
You should be able to easily pull it off by hand or twist the strands around a new, clean toothbrush (maked for aquarium use of course ).

A very similar photo I have is in Algae Problems pamphlet by Sera where I obtained this useful information.

Cause
Thread algae are actually an indicator of very good water conditions (in most cases nitrate cannot be found). However, they do not look very good and can also overgrow plants and thus destroy them. The development is encouraged in particular when exposed to direct sunlight.

Combat
The algae can be wound up by means of a little stick (chopsticks) and thus mechanically removed. Remains which are still annoying should be combated (there are possibly many prepared products that can be used including Sera's algopur). A lot of healthy plants also prevent the growth of thread algae.
