Yes, you can either let it float or plant it in gravel, doesn't matter. I've done both. It sucks up nutrients faster when floating. As long as you have nitrate present and a decent amount of light, it will grow quite fast. If you have very low light, then I'd let it float so it'll be closer to the light.

I seen them planted or anchor in the substrate in the Wild, they grow like crazy too.

Hi,
Anacharis is generally considered a floating plant.
If you hold down a length of it against the gravel,
it may grow roots and anchor. It actually does best
in most tanks floating where it forms ropes up to
several feet in length and provides shade, and shelter
for the tank and the fish.

Hi,
While it prefers "direct sunlight" in other words,
3+ wpg, as a floating plant you can "get away" with less
as it is only floating an inch or two from the light
source. "A" 40 watt bulb is not enough for a 125G tank
and having it, or any plant grow under those conditions
would be pretty dicy.
Anacharis also prefers water that is alkaline and will
really enjoy having some calcium in the water.
