I did some searching and here is what I found

They have good information on it.
If you have barbs or cichlids it may get trashed as they like to 'prune' fine-leaved plants. They look at the planted tank as an all-you-can-eat-salad-bar! Those of us who wish for plants must stick to swords, crypts, vals and java fern. Not as tasy.

If it is the plant that luvmykrib identified then:

No, it is not low light.
No, it doesn't stay small.

And it also likes to collect the gunk that is floating in the water column in its leaves.

Frill is one of those silly meaningless names given by LFS to Myriophyllium species.

There are a number of different varieties of Myriophyllium but demands are pretty much the same.

They need decent light to do well. In low light they grow but look thin and raggedy.

It grows amazingly quickly and very tall.

Not a plant that's used much by aquascapers because it's texture doesn't work well with most 'scapes and it's speed of growth is a PITA.It's one of those plants that need uprooting and the old bottom trimmed off so it's more work then it's worth for most.

Very common in LFS's because it's cheap, easy and fast growing.
