You can normally get them bare roots unless it is like hairgrass or something that will fall apart.

Hi,
Think of the little pots that the aquarium plants come
in as the equivalant of the trays of 4,6 or 8 that the
flowers and other terrestrial plants come in from the
plant nursery. They are started in them and when
purchased and brought home, they are supposed to be
transplanted into the flower garden (aquarium substrate).

If you want to really grow any of those plants, and
still be able to readily remove them, transplant them
into small clay pots with a layer of garden soil
(NOT enriched) and a cap layer of regular aquarium
gravel. You would probably want to plug up the
drain hole in the bottom as when you pick the pot
up, or remove it, the soil will drain out the
bottom and make a REAL MESS in the tank.

Are the swords in a goldfish tank, or an oscar tank? If it is, it's to keep the roots from being eaten or messed with. That's my guess.
