Some people keep nanoreefs as small as 10 and 5 US gal. It's just a matter of keeping up with top offs and maint. No space for any fish, but you can keep inverts such as shrimp and snails.

I've seen a reef contained within a shotglass.

You have to evaluate what you want to keep in the tank first. Remember, this is a nano reef tank, not nano fish tank.

A reef in a shotglass? Sounds more like someone's water sample!! How could any rock or coral fit in a shotglass?

You will want to get as much light over the tank as you can. Floresent wont give you very much as most for small tanks are single tube. Even with twin tube you are looking at 30watts, so over a 10gal tank you will have 3 watts per gal, not bad but you will want more if you can.

What fish are you planning on getting? You really can't have more than 2, depeding on the fish, even two fish could be pusing your stocking limits.

The corals you can keep depend on what lighting you have, so you'll need to decide that first, then corals can be suggested.

Go to www.nano-reef.com they are awesome! They have a section of pictures of different people's nano reefs, it goes over everything you would want to know about lighting, type of sand , etc. It's excellent, I'm getting ready to start my own 20 gallon nano reef, I've been keeping fish only salt for about two years, so ready for something a little different. Good luck!
