Fish base may be a good start for gathering information, but it should not be considered gospel. It's easy enough to find many other sources that show them wrong in this instance.
The average AIR temperature of the region this fish comes from is 21ºC, so I doubt the water temps would be higher.

Before you criticize someone walk a mile in their shoes. That way you're a mile away and you have their shoes.

personally, I take everything from fishbase with a grain of salt. these 3 sites all state that goodeids do much better in lower temps.

http://www.goodeiden.de/html/multipunctata3.html

http://home.clara.net/brachydibble/Skiffia_multipunctata.htm

http://www.geocities.com/sarniaaquariumsociety/Skiffiamultipuncata.html

from the research I've done, cichlids in the same area do best in the 22-25 range but again the sites I linked all claim goodeids are healthier and breed better in even lower temps. I don't buy for a second that any fish from mexico requires a temp of up to 30C (86F). the waters in the wild might get up that high during certain times of the day in the hottest months of the year, but I don't believe it would be healthy to keep the fish in that temp 24/7 365 days a year.

And when he gets to Heaven, to Saint Peter he will tell: "One more Marine reporting, Sir! I've served my time in Hell."
