What type of filter is it? What exactly isn't it doing? Do you just need to prime it to get it functioning or possibly you just caused the impeller to come loose from it's mounts.

It's a Penguin Bio Wheel 330.
What is priming it? I'm pretty sure that the intake thing is all the way in, and I tried pouring water into it in the top but it won't suck water up in through the little intake thingy.

Sounds like possibly the impeller is not seated properly/completely.

Take the filter off of your tank, remove the intake tube and then you should be able to also remove the impeller assembly. While you have it out, clean it up real good, an old toothbrush works great for this, then reassemble, making sure that the impeller assembly is properly seated in the housing mounts. Replace the intake tube, set back up on your tank, fill the reservoir and then plug back in.

Just to add, clean the entire filter, not just the impeller. I've seen filters be sluggish and give trouble to their owners when the filter housing itself where the impeller sits is gummed up with sludge and algae and the like. Also inspect the impeller for any wear or out of true-ness. Anything like that will cause it to hang as well. Any score marks or wobbling is cause for a replacement.

If the impeller is sitting right make sure the water level of the tank is over the place where the intake strainer connects to the tube and not just over the bottom strainer piece. Then make sure the filter is filled completely with water until it slightly overflows. It will still take several minutes sometimes for my penguin 330 filters to start sucking water.
