I've been told that it is possible to use a heat mat, though they're designed for hermit crabs specifically.

Would this be a safe option to use or just not worth the risk?

Can work, but they are a bit big. get one with a thermostat. Otherwise I think reptile heating cords might work.

I've heard of people setting their fish bowl on top of the fridge to heat it up a little bit.

I used to use a heat mat all the time. The thing is that it will raise the temp a certain number of degrees above the room temperature, whatever room temperature is. So make sure that your room is always cool, and that the bowl isn't near a heating duct or in the sun and you should be fine. To make sure, put a thermometer in the bowl and watch it carefully for the first 12 hours.

Probably for a Betta when the ambient room temp is too low.

It seems to me that you can't adjust the temperature, it puts out a steady amount of heat. I haven't heard anything about the reliability of these but if you did get one you'd have to put a thermometer in there and keep a close eye on the temp.
