You just unscrew the incandescent and put in one of those curly compact flourescnet. I got mine at a local Home Depot, but I'm sure you could find them at any home improvement store. My new bulb is 13 watts, I believe.

They shade the glow of it with their mossy-misty costumes,
They wear masks of silk, porcelain, brass, and silver,
So as not to mislead with their own, ordinary faces.

Yep what Janna said exactly

Not all bulbs will be the same however. If you're looking for bulbs for a planted tank try and get one that's daylight. If you get ones marked "warm white" you'll end up with the yellowish color that you get from incandecent bulbs (IMO makes the fish look bad). If you check carefully you may be able to find the Kelvin. Numbers in the 5000-6500K range are great for plants .

Ottos do better in groups. That guy should get some buddies. And make sure if you really want to put ottos in there, that you have a nice algae crop for them to munch on, you may have to cultivate your own. I personally dunno if I'd keep ottos in a 5 gallon though, thats a hard tank to keep cycled and ottos aren't the hardiest guys around...
