I have a 72g bow tank that is overstocked I have a Cascade 700 Canister Filter by Penn Plax on it now and the water is cloudy do you think that a Cascade 1200 Canister Filter by Penn Plax would fix my problem?

cloudy water is one of three problems:

Bacterial bloom, which adding a additional filter will not fix
Algal bloom, same as above
debris in teh watercolumn. an additional filter may help if the particule are large enough, though it is only avoiding the problem.

It sounds as if you are having a bacterial bloom no doubt caused by teh overstocking.

I also think that the overstocking is the problem. Can you remove some of your fish & can you tell us what you have in the tank?.

How long has the tank been cycled? How long has the filter been in it?
The filter you have is only reccommended for a 65G tank. Instead of buying a new canister, why don't you add a power filter? I would suggest adding an Aquaclear 50/300.

Extra filter should help. What is your water change routine. With that kind of heavy waste producing fish stock you need to do alot of water changes and clean your filter media alot.
