I have a 50w Ebo-Jager heater in one of my 20gal tanks and a 75w in the other and they both keep each tank at a nice temperature of 78-80deg F (about 25-27deg C).
Your heater may be faulty or badly calibrated. How's the water circulation in your tank? Where is your thermometer in relation to the heater? I keep mine on the other side of the tank from the heater....

Another thing to consider is how different the air temp is from the water temp. 5wpg is given as the reccomendation for heaters, but obviously if the air is much colder than the tank you're going to need a stronger heater, if there's little difference you may be able to get away with a heater that's underrated for the tank.

Longer and larger tanks often need two heaters just to keep a consistant temp from one side of the tank to the next. You can try adding the spare 50w heater, however you may find that one of the heaters is trying to pull the load for both of them as was mentioned sometimes heaters arent calibrated properly.
If you're considering getting a new heater go with matching 50's or 100w's depending.

i wouldn't overpower your tank that much. If it gets stuck on, your fish'll boil.

Also, it can change the temp of the water too quickly, stressing the fish. Get a properly sized heater.

I agree with fallout, you need a properly rated heater for your tank. Getting an overrated heater is really as dangerous (for your fish) as an underrated one.
