Yes, but there is some potential for fire, and it cuts the tube life by about 75%, not 40% as they claim....plus, the amount of electricity used (by both lights and the fans required to cool them) is considerable.

Seeing as flouros over a planted tank need to be replaced yearly would the life of the bulb matter all that much .

What if the hood had an open back ? Would that allow for enough cooling without the fans, and if the heat is really that signifigant I suppose an MDF hood isnt' the best of ideas .

Nothing worse than running metal halide, you just have to replace your bulbs a lot more often.

Besides the fire risk (which is higher if you are not quite familiar with what you are doing), if there is a fire, your insurance will likely be invalid if they discover you were using the lights outside of manufacturer recommendations. As far as tube-life goes...tubes that would need replacing in 12 months would probably need replacing every 2-3 months when run this way.
