That looks to be Hyphessobrycon rosaceus, often called the "Rosy tetra".

If those tail spots look cerise-coloured under certain lighting, it's DEFINITELY Hyphessobrycon rosaceus, which as Sirbokks has already said is known as the Rosy Tetra. Probably one of the best small Tetras you'll ever buy. Lively, perky, but peaceful, with easy to distinguish males and females (males have towering dorsals and long anal fins), pretty easy to persuade to spawn, relatively long lived, and in the right setting, these fishes become absolute jewels. VASTLY underrated, and when given live foods and colour food as juveniles to colour them up, they turn into stunning adults. You will go a long way to find a Tetra with as many redeeming virtues as this little beauty. Snap them up, put 12 of them in a shoal together, and watch them become prized and valued members of your aquarium fauna. I love them to pieces, but at the moment haven't room for them alongside my big Cardinal shoal AND 12 Panda Corys!
