i did a water test yester nitrate=20
nitirite was 3.0 is that safe neon and my ph level was 8.2

Safe neon? I really don't know what that means, but you should lower your nitrites some. They are hazardous at levels above .55 ppm.

No it is not safe for neons and really it is not safe for any fish. How long has the tank been set up and running with fish in it? An established tank that has matured and gone through the cycling process should always have a zero reading of nitrite. Can you test for ammonia aswell or was there no reading for it so didnt include it in your post?

I agree that the tank doesn't sound like it's completely cycled yet. The other problem for keeping neons is that is a pretty high pH for neons. That's much higher than they prefer. How hard is the water?
