First off, my water parameters are 0 amnonia, 0 nitrIte, ph is 7.6, and temp is 78 degrees.
I do NOT have a nitrAte test kit at the moment.
Tank is 20 gallon tall with a penguin biowheel 125 filter. My substrate is natural sand, there are multiple caves for hiding, mostly fake plants, 1 real plant. Black background.

Tankmate's are, 1 bristlenose pleco, 2 swordtails (1 male, 1 female), 2 leopard danios, 2 zebra danios, 3 false julli cories, 2 panda cories, and The Bolivian Ram.
Almost all the fishies are still babies.

My bolivian ram loses color when i turn on the tank light. Even his stripe on his (or her, i dunno yet) face will go away. He still is super eager to eat, runs around the tank like its only his, and seems to be acting as normal as can be. (the only abnormal thing I see it do is swim back and forth quickly at the corner of the tank every once in a while.)

In the morning when I turn the light on, I notice that he is in full color, but as soon as the light gets turned on, he fades.

Do I have anything to worry about or is this normal?

I think it's normal. A lot of fish do this (change color during lights off), especially tetras (my cardinals, black neons, and dwarf pencilfish all lose their bright coloration at nights). My Bolivian Rams actually turn darker at lights off, and they brighten back up when the lights are back on. They do the same thing when they're in spawning mood. As long as they act and eat normally, it should be alright.

Yep, that's what my Bolivian does. He gets darker with the lights off and as soon as I turn them on he lightens back up again. Well at least I know I am not the only one.

This is quiet normal it will also depend on your lights as to what colours you see when the lights are on.
