Is that a car partially wrapped in cling film????

If so, probably a prank. However, collectors of vintage and classic cars sometimes do this intentionally. For presevation purposes, if the car is to be stored for long periods of time, the procedure is to drain all fluids from the vehicle, then encase it in cling film and exchange the air inside the car for oxygen-free air to prevent corrosion. But of course, that car in the pic isn't being stored ...

if that's not a prank, then there's no telling what's going on there. i tend to agree with matty though, there *better* be something else stuffed inside or else it's just a minor annoyance

totally a prank, i've seen and done things many times. usually its done because of a wedding, someones retiring, or the reached a milestone birthday, like the over 50 parties or something.

Oh, it's a fire brigade vehicle?

In that case moondog is probably spot on. Firefighters in the UK as well as the US are known for such pranks. High jinks of this sort are a means by which they relieve the stresses of spending long hours sitting around waiting for a call, then suddenly find themselves springing into action and facing the very real possibility of a life threatening situation. When you've just earned your pay cheque by carrying a little girl over your shoulder through three floors of a blazing building, you NEED some light relief afterwards. I'm sure anyone here who IS a firefighter will agree with that sentiment ...

It was done to my car during the reception of my first wedding. Not a big deal except that the car was new and the shrink wrap left some scratches

We have done this at work before too. Yep, be careful opening the doors...we filled one car with over 100 of those plastic pink flamigos, another with hay.

How in the UNIVERSE do you manage to fit 100 flamingos in a car ! !

I just hope whoever did it brought the sran wrap from home and not used my hard worked for tax money to do it with. When you earn your paycheck working 72 hours in 4 days saving the world you don't appreaciate others wasting your money

I did this on April Fool's Day this year (can't let the day pass without doing anything...). It only took a couple minutes, which is good because that's all the time we had.

However, I have to critique that it appears they didn't do it right.

Well, it appears they only did a couple times around in the proper direction which is under and over the vehicle - after doing a thorough job that direction, it is possible to proceed by doing a couple layers around the sides, so as to make it more difficult to remove. It's best to have a team to do it, and LOTS of saran wrap.

Surely it's better with that industrial clingfilm you use for pallet packing. I know it's much better than normal clingfilm for wrapping forklift trucks

Wish - Option #1 (although we were on a very limited schedule, so we didn't do nearly as good a job as I would have liked)

Tiny - I don't think I've seen this industrial cling film. Perhaps it is better. I'd love to get my hands on it to test it out
