Hi,
I suspect I know "why" the person took that picture,
but I certainly cannot approve of the "ruthless" treatment
of the fish in the process.

Obviously, the photographer was trying to restrict the
swimming area of the fish and show them from various
angles. If you try to take a picture of a group of fish
in a normal aquarium, and you approach the tank with the
camera, most will dash away from the camera and
photographer. Add to that problem, the depth of the tank
and the need to constantly focus the camera as the fish,
ignoring, your desires, swims teasingly close to the
front glass, only to glide back into the back of the tank
showing the "south end headded north."

This is why "Standard" and "Show" tanks have evolved.
The restrict the fishes motion so that judges dont have
to crab walk for three feet judging a specific fish,
instead the fish is kept in a Show, or "Tall" tank where
the fishes left to right movements are restricted to a
foot or so, and instead it can move vertically, and the
judges can stand, more or less, in one spot and see the
fish from all angles as it moves.
