If the tank was set up and sitting on a stand in the house or apartment that you just bought or moved into, then Yes, the tank is established and we would answer your questions one way. If, on the other hand the tank was established, and you bought it, and moved it to another location, be it down the stairs to a different apartment or carted it across town to a different location, then the questions and answers would be completely different. Unless you have Rams or Discus, chances are that the fish will acclimate to the new water, especially if you change (changed) it out slowly, over several weeks time. Ie: you did a 10% water change each week until you'd changed it all out. To be more precise, it would be good to know what you call "hard water" and what the values actually are.
