It's Adobe Photoshop, and well i just illustrate all the elements and play around with them, till i get the look that i'm looking for. Rocks are made in Illustrator which are quite easy to do, just 3 over imposed colors, plants are also illustrations or cropped fotos. and gravel is a texturizing filter that comes with photoshop The main idea for this one was to leave as much swiming area as possible to make the fish confortable and still go with that oriental look, the colors are worked to make the colors of the fish stand out.
