As concrete cures, and even afterwards, it will leach chemicals and compounds such as lye into the water and can kill the fish. Most concrete ob after curring to prevent that and, after coating, the surfaces are constantly checked for signs of wear or scratches and those are recoated. If you want to use actual rocks, first besure that they will not affect the water and its chemistry. Clean them well, and then scratch the surface to obtain a fresh, unweathered, surface. Dribble some vinegar on the exposed fresh surface. If it bubbles (fizzes) then the rock is a carbonate, and it will alter the hardness and pH of the water (makes it harder and raises the pH). After being sure that the rocks will not affect your water, you can "Glue" them together with either aquarium grade silicone, or epoxy glue. Be sure to allow plenty of time for the "glue" to cure.
