No because both fish grow way to big for
a 29g.Severums grow to 10 inches and need
a minimum of 75g, and CAE grow to 11 inches
and need a minimum of 30-55g.

At a young age they can, but when they start growing, you'll encounter problems, as So_Very_Sneaky wrote. So if you don't have a bigger tank, i wouldn't mix them together.

A gravel vacuum. Any fish that eats leftover food will poop it back out, and you won't be in any better shape as far as water quality goes. Siphoning the extra grub out of the tank is the best solution, especially because it counts as an extra water change. If you'd rather not do that, just feed less. That will take care of the problem just as well.

a CAE outgrow a 29g? how big do they get? because i've had 2 in a 55g for 2 years now and they are both no longer than 2 inches long.

CAE grow to be 8-11 inches and are usually
highly aggressive and territorial with age,
as well as becoming piscivorous and omnivorous.
They arent really algae eaters as they are not
herbivorous in any way.

With a severum in a 29g?
None. A severum doesnt belong in a 29g.
If youre planning on moving the severum to another
bigger tank more appropriately sized for it (think 75g),
then I could suggest an algae eater for you.

Within 1 year, your Severum will be reaching 6-8 inches
in size. It will need a minimum tank size of 55-75g
within 1 years time.
I wouldnt crowd him by adding any more fish. He will
need the space to grow.
If you cannot provide an adequately sized tank, you should
consider selling the fish and getting fish suitably sized for your tank.
A Keyhole cichlid would be a great replacement for him.
You could even have a pair.

With the severum in the tank you have no room for
any other fish.
Maybe a couple of ottos, but wont be long before
the severum gets big enough it could eat them if it
chose.
