Because you are attempting to reproduce an "Asian River" one would normally place the power head at one end of the tank or the other forcing the output to travel across the width of the tank. The inputs for the pumps should be at the opposite end so the flow is all in one direction. As to the placement of the pump in the water column (near the surface, in the middle, or just above the bottom) I would say that it would depend upon what fish you are planning on housing in the tank. If your fish live toward the surface and in fast flowing streams, the a shallow tank with the pump at, or just below the surface would be ideal. If they prefer the bottoms and the high currents, then I'd place the pumps just above the gravel. As far as using the bubbles is concerned, if the fish are from fast moving streams that are broken by rocks and rapids, then I would use the bubbles to increase the oxygen in the water and give them something to frolic in. Bubbles can be (create) problems that range from inconvenient such as condensate forming on the glass tank cover, to dangerous such as the increased corrosion of electrical connections in the tank light assembly. If you are going to use bubbles, then by all means have a glass cover between the tank light and the tank surface.
