Can I put powerful strip lights such as very high output fluorescent strip lights in a standard hood that came with a tank?

Do you mean can you replace the bulb with a VHO
bulb? If so, no, it wont work. It will burn the bulb
out or the light strip.
If you mean can you replace the ballast fixture with a
VHO ballast inside the hood, I dont see why not.

Also if you put a higher output ballast and bulbs in an existing hood you do have to watch out for overheating. Some of those setups can produce quite a bit of heat and require fans to be installed to keep them cool. Mine was so hot it kept melting the glue holding the handles onto the top of the glass. You do have to replace the ballast to use higher watt bulbs. You can't just stick different bulbs into the same setup.

Not fully understanding why you are wanting to do this I would be extremly against it reasons being.

If the lighting fixture was made for a particular light all the electrical bits and pieces just would not take that extra power/load required for those strong lights. Also the heating would become a big danger. Finally it could easly blow an electrical circut and cause a fire.

Yeah I meant replacing the bulb sorry. I guess that option is ruled out. I'll just get a double strip light instead. Thanks for the help.

Look into:

t-5 fixtures or Power Compacts if you want more light on your tank.
