Or, does it really live throughout? If oxygenated water is being pulled through the gravel, it would seem it is all throughout. But, I too have wondered just how low you can go.

Generally speaking, a planted tank should actually have 3 to 4 inches of substrate. Two is considered a minimum for plants for find good anchorage, and development of a healthy root system.
