Is it possilbe to make a stand strong enough to support 2 180 - 300 gallon tanks? If so, do you think I could get some people at homedepot to do it if I gave them plans?

It would not be too hard to design that any one with a good knowledge of construction and and very good trade skills could do it.

If I was doing I would use cinder blocks. Very easy to use, they're portable, and strong.

Whenever I have an engineering project that I can't hack myself, I try this:

Find out where the engineering building of your local university is, and post a note on the bulletin board offering $50.00 to the student who submits the best design.

You'll have three or four good designs within the week (and a few ugly ones too).

You could always try something like the racks that they use in warehouses. These are rated to hold tons. You would have to permanently install something that heavy and brace the floors pretty good, even a concrete basement floor may crack weith that much weight.
