Check the water quality for ammonia , nitrite, and high nitrate over 40 ppm, most popeye starts out nitrate induced, then the thinning of tissue tends to let bacteria or fungus in, sometimes its even flukes. Because the the eyes tissue barriers though , generally you have to treat it with internal antibiotic, edible forms will be most useful rather than water additives and dips. Furan or romet B would probably do. If you see flukes try praziquantel.
