This doesn't SOUND like an aquascaping question, but it is to do with the visial impact of the tank and will affect my scaping, so i figure it lives here

I'm getting a stand built. It'll actually be my first cabinet.

The tank is going against a cream wall, in a room with 'maldives blue' feature walls, blue lounges and primary colour accents.

The tank decor is going to be river sand, and live plants. I'm unsure of the background, but probably black paint with 3D internal decor in treebark brown/green.

Fish are er.. brown. And loaches! There will be loaches

Now, the stand. its about 5" taller than the tank itself. No hood, only a black Aquaone reflector. It'll be pine and melamine board, so it cant be stained. I don't really want it to be either because eventually we'll put floorboards down and it'll look odd.

What colour should I paint the stand in order for it to not detract from the internal scaping?

Damn, can't stain... I'd pick a cream that coordinates or matches the cream walls, and an accent color blue either the color of your feature walls or the lounges. Do the main body of the cabinet in cream, and pick out the trim and cabinet doors in the blue. If it coordinates and sort of blends in with the rest of your decor, then the aquarium suddenly becomes the main feature of the room as opposed to the cabinet.

Hoping that there must be a word for everything I mean...

I also vote for cream. If you were to paint it any type of bold color (anything dark, red, yellow...) it would take away from the tank and stand out too much. Especially against the cream wall.

My only suggestion would be a nautral colour not opposite on the colour wheel. Go to a good Colour paint store not Bunnings/K mart Bristol or Dulux would be your best bet.
If you can take some colour samples with you all the better.
